Hats Off! Hats On!: An evolution of the Hard Hat’s uses, design, and social value.
During World War I, death occurred on a dystopian scale in the conflict-torn fields of Europe. The rise of continuous-fire machine guns and modern artillery with explosive shells obliterated millions of lives in an era of bloody trench warfare.
One saving grace was the helmet. Countless soldiers were able to return home to their loved ones because of the protection provided by the heavy headgear. Bullets, shrapnel and flying debris often glanced off this sturdy safeguard that shielded the head from harm.
A young lieutenant in the U.S. cavalry witnessed firsthand the effectiveness of the helmet and realized its potential in a postwar industrial world. In 1919, Edward W. Bullard came home to the family business in San Francisco and began developing a safety hat for manual laborers, particularly miners in California, Nevada and Arizona.
Bullard innovated upon the “doughboy” helmet’s bowl design, opting to use a heavy duck canvas, which was then formed to fit the human head with steam, hence the name Hard Boiled Hat. He attached leather brims to it, painted it black and then coated it with shellac so it would hold up to everyday wear in grime-covered, dangerous mines. In 1919, Bullard also developed a protective cap for the U.S. Navy, which wanted to keep shipyard workers safe.
At first, wearing a hard hat was a choice, not a requirement. Miners and other workers bought the safety headgear on their own initiative. That changed, however, during construction of the Boulder Dam (later renamed Hoover Dam), in 1931. For the first time, employers required workers to wear Hard Boiled Hats. In 1933, building began on the mile-long Golden Gate Bridge. Concerned about the threat of falling rivets as workers hammered hot-metal connectors into iron beams, chief engineer Joseph Strauss mandated hard hats.
In the early 1950s, the hat’s composition changed from canvas to thermoplastics and fiberglass. Later, in 1960, the hard hat was reconstructed out of polyethylene, or plastic; this is the same material used today. The original plastic hard hats sold for $3 at the time, or $30 in the current market. Over time, the hard hat has added more safety features such as increased padding, chin straps, and supportive head harness systems. Today, the Occupational Safety and Health Administration (OSHA) requires all staff on a construction site to wear hard hats.
Hard hats have come to be so ubiquitous that they often go unnoticed. They symbolize public power and service, as they are often embellished with union stickers or flags. Decked in their hard hats, gloves and glasses, trades workers stand at the frontline of labor organizing for collective responsibility and equity. The same safety helmets, along with gas masks and umbrellas, have taken a significant role in the summer of 2019 in Hong Kong, where demonstrators have been wearing them at rallies to protest the Chinese government’s encroachment inside the semiautonomous region.
